Cannot override with standard library type

What happened?

Trying to override a column to use a standard library type results in the error message:

error parsing sqlc.json: Package override `go_type` specifier "time.Time" is not the proper format, expected 'package.type', e.g. 'github.com/segmentio/ksuid.KSUID'

Workaround: instead of "go_type": "time.Time" use "go_type": {"import":"time", "type": "Time"}.

There seems to be an assumption that overriding types must have a / in their name unless they are a basic go type. https://github.com/kyleconroy/sqlc/blob/8157b67eebb458617e54d3e4616a42591f7ead52/internal/config/go_type.go#L138-L140

I think everything just works after removing those three lines, since in context the only reason sqlc seems to care about the "last slash" location is to use it in the expression input[lastSlash+1:] which I think gives the correct result even when its value is -1.
