• The usual bumps of action versions (with https://github.com/akx/gha-tools)
• Switches the pre-commit step to a vendored version of https://github.com/akx/pre-commit-uv-action to save some cycles.
• Upgrades pre-commit's repos (Ruff 0.9.1 to 0.12.12), and pre-commit-hooks from 5 to 6.
