Support ESLint v10

The peer dependencies prohibit using eslint@10. I've forced the installation of the plugin via npm i -f, and it seems to work fine, so I hope the upgrade won't result in too much work. Please refer to the migration guide and publish a new version that allows us to use the latest version of ESLint. Thanks for the work, I'm really enjoying your plugin!

Have looked into this and currently there are two dependencies that need upgrade before the package can support v10. Overrides seem to pass for them, but I'm not sure of what may not work under the hood for those

These changes do make it work for me linting my own local packages though
