The essential type categories were joined prematurely, causing a cross product of all results against all types of the same essential type category. Fixed by ensuring the essential type category join occurs late.
Remove unintential cross product on target.

Description
This PR addresses a couple of poor join orders identified in the latest release:
RULE-10-7- there was a cross-product ongetEssentialTypeCategory, which was fixed by extracting out the essential type category check into a separate predicate that is called later in the query.SIG31-C- there was a cross-product ongetTarget(), which has been fixed by refactoring to use an exists.Change request type

Query development review checklist
For PRs that add new queries or modify existing queries, the following checklist should be completed by both the author and reviewer:
